besides what he described can be used for things where people specifically opt in. Systems like that were used by volunteer fire departments in rural areas, I would think that by volunteering to be a fireman is a clear opt in for a call about a fire. Then there are systems for schools to inform parents of schedule modifications, etc. Its not always mci calling during dinner asking if you are happy with your long distance service.
