a guess, and the only way that federal stuff would be applicable unless they were an IXC and if they were that they should have their own legal department that deals with all the stuff that a phone company will have to deal with. If you just get pri lines or whatever and that is all you do there is no federal anything - one of the exemptions I mentioned since you wouldnt be using IP. But generally most people asking questions here are asking about voip related services, and rather than fight it I just decided to play the odds and include information that would make it apparent that the federal taxes only apply to voip.
