the rate center is 10 characters and that is what I am talking about. You listed an 11 character rate center which is not nanpa compliant. per nanpa itself the "rate center" is 10 chars and they even have a ms access db file that is capped at 10 chars (they have other files too which also limit it to 10 chars and a human readable description that states is 10 chars).
