Given most datacentres will charge either by the rack or by the U, that's a heck of a lot of space to rent for one server. As others have suggested, a 1U/2U chassis with one of the low-power Xeon variants is probably your best bet. Make sure whatever kernel you're using has the appropriate ACPI stuff to enable low-power modes on the CPU (C1 I think, on recent Intel chips).
