Hi There, Careful! What you are describing sounds to me like a telecom scam. Premium numbers in Europe can yield up to 0.06$ of kick back, for any inbound call to them.
A dialer can easily exploit these access numbers, leaving your customer with cash in hand. This type of scam was very common late 2003 early 2004.
