In theory, the underlying carriers (UCs) whose facilities those providers use are required to allow the port-out, and so is the ITSP. Recent FCC rulings clarified that numbers cannot be held hostage to billing disputes with the ITSP, and that the end-user is the logical "owner" of that number even if purchasing from a reseller/ITSP and not directly from a carrier. This is all in theory. The point is that if you ask if you can port out, you'll be told yes.
