That very much depends. Wholesale termination rates don't change much or at all with volume (Ofcom's level playing field) but the UK MNOs keep fiddling about with them - Orange, for example, charge about 8p/min peak and 1p/min off-peak and weekend at the moment; T-Mobile and O2 are relatively sane at ~ 4.5p/min 24/7. But they change substantially - T-Mobile, for example, was 5.5/5.5/1.2 peak/off-peak/weekend last month. You can buy a grey GSM gateway route at 7-7.5c (so a bit under 5p), but the quality's likely to be variable at best, especially when it's using G.729 to fit everything over an ADSL line to an el cheapo gateway stuck in someone's loft.
