In the bad old days of the 5000lb gorilla BT, the same argument were proffered against deregulation, floatation, allowing access for other operators and cutting call costs. Local call charges has always been free in the USA (at least that I know of in the last 30 years) and the local Telco's still manage to stay in business. Yes, that was one of the points I was making. If the MNOs are forced to decrease termination charges, then they'll make up those revenues by increasing their customers' call rates. This will have a negative effect on people who depend on their mobiles as their primary method of contact, especially if it becomes more expensive for them to make outbound calls or access data services.
