Whether one has a plan that makes calling from Manhatan to Manhatan (hence from Manhatan to the Bronx) free is up to that one to negotiate with their provider, but when they do they will have the same price to 5 area codes ALL exchanges in those area codes; 212, 718, 646, 347 and 917.
