We hope to develop a solution to enable a mobile service provider to
provide service to their mobile users to call directly from their
mobiles phones to Skype. We plan to use Digium "Skype for Asterisk
add-on channel driver" for this. The requirement is that mobile network
is integrated with Skype through Asterisk and therefore end mobile users
can directly call Skype users without any software/application installed
on mobile phones

1. Is there anyone who has this experience and who can develop a similar
solution?
2. Does anyone know whether there are any legal issues with Skype in
using similar solution? if so, any mitigation?

Please review the Skype for Asterisk end user license agreement thoroughly (or have your counsel do so). It contains provisions that would restrict your ability to use the product in this way.
