Sections 18 and 19 are even more important, essentially by July 2013
interstate and intrastate rates would become the same (finally!), and
within six to nine years all carriers are required to transition to Bill and
Keep. Unless something changes by then - within less than a decade
access charges would become history.
So yes- so-called "free" conference calls would have to adapt to lower
rates immediately, and in the long run they'll have to start charging as
their source of income.
