Yep, RTP relay can be configured on a per-endpoint basis. Usually, this is done for far-end NAT traversal.

There is a prepaid balance reservation scheme that can limit the amount of calls a customer can make based on a product of their available balance and the cost of the call.

There are also some general DoS/rate-limiting protections, yes.

No, that's something this platform specifically seeks to avoid.

CSRP doesn't try to do any of that; it tries to do one thing and one thing well, and that is to address the needs of wholesale operators, CLECs and ITSPs who provide SIP trunking. There are plenty of other good solutions routinely advertised here for the small to medium integrated service space, but we feel that CSRP specifically meets the needs of wholesale/resale without compromises in any other direction.
