Thank you for the clarification. I had assumed some regulatory encumbrance of this nature was in force, but I thought I would put the feeler out there and see what people say.

Would you happen to know what the billing characteristics of the +374 60 code are to callers inside Yerevan, both for calls originating from fixed-line and mobile networks? Does it cost more than some other call? Is it considered intra-regional, or inter-city long distance inside Armenia?

Alex,

The +37410 number block operator, ArmenTel (owned by Beeline Russia),
prohibits the sale of these numbers as DIDs and there isn't any official
DID service for them as well. There are new non-geographic numbers
(+37460) being sold by few VoIP providers like us as part of SIP-based
services, however we're forbidden by the telecom regulator to provide
that service to IPs outside Armenia. You could technically use a VPN
service to overcome the limitation, but I'm not sure about the resulting
quality.
