did you see any one of there caller id sending ?
if yes that should tel you what caller id they are inserting so you can see if it's a premium number.

As others have said, sounds *extremely* suspicious.

If you're at all concerned about a potential customer's motivation,
there's no harm asking them to explain why they're trying to do that -
and then decide for yourself whether their explanation is
satisfactory.
