On the laptop side, if it doesn’t need to be Windows or MAC (i.e., everything they’ll need to use are web apps) check out Google’s Chromebooks (https://www.google.com/chromebook/find/).
Keep in mind though, everything has to be web apps as you can’t install windows/mac/linux apps on it.
