I ran the fxstest in zaptel, to make sure that my card was ok, and noticed that because the program terminates after issuing the IOCTL to ring the phone, the phone line never rings.
Adding a sleep after the IOCTL, gets the phone to ring.
It may be useful to make this small change to the code (?)
