Afaik Red Hat usually tries to retain the original version number of the software when shipped/released and backports bugfixes to it. It's not totally consistent because Firefox was updated to 1.5.0.6 and actually shows 1.5.0.6 as the version while kernel updates usually keep their major version and just get another patch added to the spec file and a minor version bump. Using 3.81 is not a problem for me as I just add a line to my spec file changing that value back to 3.80 or whatever Red Hat uses.
