In *different* drivers? Can you elaborate how one driver can
poll cards handled by a different driver?

That's why my original post highlighted the lack of a global
zaptel "tick" that calls the low level drivers.

Such (not existing yet) mechanism would make your claim valid.

Actually to make it feasible all TDM devices in system should be
synchronized by TDM bus, because all devices use a clock generators
with different parameters, so you'll experience regular slips or skips
without true hardware synchronization.
