Yes, for two reasons:
1. Alarm may have other consequences (e.g: current calls disconnection).
2. The explicit API include a priority parameter. For example, a PRI
driver that got disconnected from the network may now have lower
priority than before, but it may still be better than ztdummy if
it has a good internal clock.
