When peer recieves fr->oseqno other than the expected one, it sends VNAK.
if ((iaxs[fr->callno]->iseqno != fr->oseqno) && but it don't do the same for fr->iseqno. When a peer receives a frame, it uses fr->iseqno without any checking.
