I noticed that recently there were some dev emails that were not handled
correctly by my mail filtering rules. They are emails in a new format from
gerrit that don't have a To: address. This looks a new setup, so is this
likely to be changed soon, or should I just change my rule to include emails
with a Return-Path:
[email protected]<mailto:[email protected]>?

Following are headers from one of the emails:
