RTP and RTCP are processed in the channel thread, the same thread that is executing dialplan or in a bridge. If that thread is blocked for some reason or deadlocked then RTP and RTCP would be blocked. At least one of the ports was not RTCP though. The file descriptors are placed on the channel and the channel thread polls on them, when data is available the channel driver is called to read it.
