The time based by number is VERY complicated when it comes to matching all 
those extensions.

Use the time based rules page now, and try it, im sure you can get what you 
want.

As far as the callerID goes, you should be able to set it in the users page, or 
via CALLERID in users.conf with the file editor.

Internal and external use would be a pain, we would have to know if its a trunk 
and not just an outbound line, etc.

I just submitted an order for 2 Asterisk Appliances and am hoping that you guys 
will get these two features setup in the next few releases.

1. - Internal / External Caller id options for the "Users" menu.  If a call is 
internal it sends the caller id as user name and extension.  If the call is 
external it will transmit what ever number you want - i.e. the business main 
number.

2. - Time based routing by number.  In each menu that you assign a number you 
have the option to assign it a time based routing rule that you setup in the 
"Time Based Rule" menu.  This will allow you to setup different departments on 
different schedules.  This will really come in handy for multi tenant 
operations.
