This is a rather confusing thing that should be fixed.

That file only gets updated with the 'astman.js' file (the file with the 
Revision variable) gets updated.

So we can update tons of different things, and you can checkout revision 
3,000, but the astman.js last changed revision is like 2,000. You can 
verify this by doing an svn info config/scripts/astman.js, and see the 
'last changed revision' number. (It will be 2124, I hope ;])
