Jordan, There is an open ticket at http://bugs.digium.com/view.php?id=14171 that might be the same as your problem. The reporter pointed out that two function calls weren't working properly and if they were bypassed the GUI would load normally. If that is the case here as well then maybe we can find some similarities.
