Do you forget channel 31 in channel list? Why you skip channel 16 if you don't run signalling on second E1? Is "firstcic" param set correctly? Probably it should be 31 if you use linear CIC encoding (channels 1-15,17-31 on the first E1 mapped to CIC 1-30 so second E1's CIC should be started with 31). Anyway CIC encoding should be arranged with peer switch.
