Error is somewhere on your config files. one side sends GRS, the other side responses with GRA. Normal dialog on initializing ss7 linkset. If it's GRS from other party to you, and your asterisk says 'CIC 1 not configured' then you have not configured your CICs (like B channels in ISDN).
