We use a mix of Cisco/Polycom phones. I just keep generic template files and make a copy of them for each new phone. It would be fairly trivial to put a webserver on the same server with the tftpd. In php or perl it would be fairly trivial to make a webpage that copied template files, replaced default values, and wrote out SIPmac.cnf or mac.cfg and mac-ext.cfg.
