I think you should investigate using gotoif with the regex _expression_ inspecting the incoming ${CALLERIDNUM}
this should route you to one of two contexts that contain:
[nationwideonly]
include => nationwidecalls
[nationwideandinternational]
include => nationwidecalls
include => internationalcalls
