We successfully use 2850s with Digium T1 cards, though I don't think we've installed a TE411P. It'll handle two T1s with ease.
You don't need the second processor or the second GB of RAM for the expected load. For your configuration we would usually use two single processor 1u servers with RAID 1 for roughly the same cost so we're not vulnerable to a motherboard failure.
