For me the file is /etc/festival/server.scm and the line you need is
(I commented out the line that starts the default voice and inserted the
one below, but I have heard some say you need to initialize it with
their voice and then set your custom.. might be a version thing, so I
thought I'd mention it. This line works for me)



(set! voice_default 'voice_cmu_us_slt_arctic_hts)
