If you open the page, in the bottom right hand corner there is a box that says, "Plans starting at $21.95/mth". If you click on that box, there are two large boxes in the middle of the screen. The blue one is for businesses or enterprises. The green one is designed for phone users. Both plans are flat rate billing within North America. If you want to read the fine print, just click on one of the boxes to see what you get with either plan.
