I know it seems basic but did you make sure and plug power into the board when you installed it into the PCI slot? I spent about three hours trying to get the dang thing to work in my machine until I decided to stick the card into another PCI slot. That is when I noticed that I had forgotten to ALSO plug power into the board from the power supply. Everything worked fine after that (yep, I was a noob). :-)
