One cannot and should not compare ISDN/SS7 to VoIP in any way just because it is digitalized voice. The fact that the transmission is digital does not change the success of sending faxes. The reason that VoIP is less reliable than ISDN/SS7 for faxes is becuase of the fact that an IP network is a packet switched network, while the ISDN/SS7 is a circuit swithced network.
