I can't explain why it might have happened, but it appears this was an artifact of my having done a "reversion" to an old version of the CVS code in order to escape the effects of the current bug in chan_sip.c on my Budgetone phone.
I cleaned everything out and fetched fresh CVS, and then just updated the sip code as per a mail that was posted a few hours ago, and now I have everything I could want: voicemail works again, my Budgetone works, and I am not running older code.
I'm sorry for the noise, and for any bother it might have caused you.
