Oddly enough, I believe it's mentioned in UPGRADE.txt.

Actually I read through UPGRADE.txt and didn't find any reference to
this at all.
I made an ass of myself on the bugtracker with exactly this issue (+101 jumping
by System(), bug #5436) a couple of days ago... the internal command
documentation isn't pedantic about pointing out that 'priorityjumping' needs to
be explicitly enabled in extensions.conf now.
Your configuration, much like mine, probably predates that configuration
directive entirely.
