WTF??? No wonder it isn't working - I don't think 0 is a valid port. Where is 0 coming from? I never specified the port, and didn't think it was required. Using "port=4569" in iax.conf solves the problem. Now when I dial the invalid number I immediately get "No such context/extension", which is what I expect.
