The Nextel/Sprint/Boost phones do allow access to the GPS data via the JAVA apps. However, there is a security feature in the phones that allows the phone's user to disable JAVA access to the GPS data. The GPS data is also available to E911, but as far as I'm aware, that is a proprietary system.
