This is on the Asterisk server which has the TE410P board (Xeon 2.4GHz, 2GB RAM, IDE HD, FC4, Asterisk 1.2.0)

Now, it could just be that this machine is fine. When I run zttest on one of the other Asterisk servers, I get:

This machine has not zapata interface. It's using ztdummy on a Dual Xeon 2.4GHz, 2GB RAM, SATA, FC4, Asterisk 1.2.0. Could it be that ztdummy is not good enough?

Maybe try what they recommend with hdparm, specifically unmasking interrupts and setting udma2 mode.  It would appear that your system is just too busy to deal with the many, many interrupts/second required by the TE410P. (Is it 1,000/sec on these boards too?)
