Where is that requirement stipulated? Nowhere - you just invented that. Why should you need to know C in order to put a bounty, or just formulate well documented bug report? Or where does the Wiki require C knowledge (talking about "contributing", not "using" - you don't need C skills to at all to "use" asterisk). Asterisk is not perfect, there is a lot of "work in progress" (sometimes too much), but it is the only one of its kind, it works, and it gets better day-by-day. And if you find a way to help with that (and preferably a way that doesn't step on people's collective toes): great!
