That can only happen if EC is done in hardware. For most cards it is being done in software. You don't seem to be grasping the hard real time nature of how EC works.
Never looked to close into these standards, but my understanding of echo cancel is that you need to buffer voice for 2 reasons (1) the algorith itself and (2) to cope with latency so the algorithm actually can work?
