It's waiting the additional time because it's not sure whether or not you're going to enter 103 or 104 as opposed to just 1, so it's waiting for the digit timeout to be sure.
Several people made that suggestion, but I had already tried it with those extensions commented out. Would anything be neccesary to make the change take effect aside from "extensions reload"?
