I found the answer: One can disallow a codec within
each context of iax.conf.

Voicepulse _has_ ilbc turned on, but it will only
work if I disallow GSM. So I wondered if there was some way to turn on the
codecs for every connection...

You must use GSM with iaxtel and Voicepulse for now... I
talked to the guy from voicepulse and they said ilbc might be turned
sometime in the future. But not sure.
