You might also want to search for PSS1 at ISO etc. The spec above is the Inter Exchange.

Q.Sig can be a bit complex as is a 'private network' made of E1 connections and as such also contains some SS7 alike funtionality, but Layer 3 wich is of interest for you is not that different from Q.931 (which is the base for EuroISDN and NI3).
