it means that your sender is capable of sending t38, but asterisk (without at a minimum the t38-patches for passthrough) is not capable of handling this. if you have reinvite for this channel allowed and your sender can send the fax over g711 asterisk will send a reinvite and the fax has a chance of getting through.
