well. Im supposing you mean a SIP phone. Transfers with SIP phones happens to be a method called REFERRER. Im not sure if its a feature of Asterisk to allow the administrator to ban the referrers, but if is not a feature, letme know, may be i can make a patch soon.

To look for a feature like that, check voip-info.org, in the sip.conf section
