Have you got the zaptel drivers loading at startup?I have put ./var/sbin/safe_asterisk in the rc.local file but it still doesn't start.
This can either be done by using modprobe commands in the rc.local or by using the init script that comes with the zaptel source.. just run "make config" from /usr/src/zaptel (AFAIK only for redhat)..
