Maybe once they've selected the language, set their default language? ie:

exten => 1,1,Set(LANGUAGE()=en)
exten => 1,2,...

exten => 2,1,Set(LANGUAGE()=es)
exten => 2,2,...

exten => 3,1,Set(LANGUAGE()=fr)
exten => 3,2,...
