Asterisk DOES NOT HAVE silence suppression (VAD) support for now. So it cannot be disabled or enabled. Simply does not exists. A couple of weeks ago i saw a patch to enable it. The link here:

so unless you have the previous patch, you should disable silence suppression in the clients.
