I think these 3 lines need to have a 1 added like this:
exten => _9XXXXXXXXXX,1,Dial(${OUTBOUNDTRUNK}/1${EXTEN:1})
exten => _9XXXXXXXXXX,2,Congestion()
exten => _9XXXXXXXXXX,102,Congestion()
Looks like they are intended to take long distance without a 1 which
is OK as long as you have * pass it on for you.
